Global CAP Review — 2026-10-03Daily Worldwide CAP Warning Digest |
Previous reports archive About this report
Saturday's warnings centered on storm and rain activity across North Africa, Europe, and Asia Pacific, with Algeria issuing nearly a thousand messages dominated by ORAGE and PLUIE (thunderstorm and rain), Kazakhstan reporting Wind and Forestfire alerts, and Indonesia logging Thunderstorm warnings under 100% Immediate urgency, consistent with its baseline. Kazakhstan's fire activity stood out further: 128 of its messages carried Severe or Extreme severity, all Forestfire/Пожарная опасность warnings, the day's clearest non-Met signal. The day ran 1.23 times the trailing mean, with Europe holding the largest regional share and the USA the single largest national share at nearly a quarter of the day's traffic, running 1.20x its own mean on routine Small Craft Advisory, Flood, and Gale warnings. Algeria's volume reached 3.24 times its own mean, while Poland's 177 messages were roughly 18 times its typical count, both departures worth noting against their modest baselines.

This daily summary of global public warning activity is compiled from public emergency alerts issued in the Common Alerting Protocol (CAP) format by official alerting authorities around the world. It covers a single 24-hour period (UTC) and includes only those messages AlertHub.org obtained and republished; coverage completeness and accuracy are not guaranteed. This report should never be used as a substitute for official distributions of alerts.
This report is a personal project and is not sponsored or endorsed by any national, international or corporate entity.
In addition to a daily recounting of global CAP activity, this report also provides a qualitative review of CAP alerts, both for standards-compliance and from an opinionated but evidence-based warning-effectiveness perspective. The effectiveness principles are drawn from scientific research into what makes warning messages yield desired results, filtered through my experience both as the proponent and designer of CAP, and as a public-safety warning originator. These principles (see below) are offered to encourage global adoption of warning best practices, aimed at maximizing global warning system interoperability as well as protective action by people at risk.
